| Abstract | "The inclusion of refugees in vocational education and training (VET) is considered crucial for enabling their participation in economic and social life. However, existing research demonstrates that access to and opportunities for VET participation are heavily dependent on residence status, primarily due to Germany's stratified asylum and residence laws. Recently, a meritocratic logic has increasingly permeated the German asylum system, linking refugees' chances of securing residence directly to engagement in employment or VET. From a theoretical perspective, refugees navigate a complex multi-level system where integration is determined by local, national, and supranational rules and practices. This article examines these interfaces, exploring how the integration of young refugees in VET can be achieved successfully at the local level, despite their poor long-term residency prospects from a national policy perspective. The paper presents findings derived from interviews with institutional experts and problem-centred interviews with trainees who have lived experience of forced migration, utilising a grounded theory methodology. The results reveal that refugees actively employ VET to improve their prospects of staying in the country. Nevertheless, they confront numerous legal, structural, social, and informational barriers in accessing and completing VET. The study concludes that institutional support from training companies and local networks is indispensable to overcome these obstacles. Overall, the findings underline the critical importance of institutional and local contexts for the successful integration of refugees." The study refers to the period 2021-2023 (Author's abstract, IAB-Doku). |
