| Abstract | "This Working Paper complements standard poverty indicators with dynamic measures that track poverty experiences over time, providing a richer account of vulnerability and disadvantage. Using longitudinal Statistics on Income and Living Conditions (EU-SILC) data for 2011-2022, the paper captures poverty spells over a 4-year period, identifying persistence, transience, sequencing, and depth of poverty. Results show that poverty experience is more widespread and heterogeneous than standard indicators suggest, with a much larger share of individuals experiencing poverty over time than those captured by single-year metrics. Persistent and chronic poverty are concentrated among disadvantaged groups, including the unemployed and those outside the labour market, people with lower levels of education, migrants, and home renters. Social transfers mitigate both short- and long-term poverty to varying degrees across countries. By providing a more comprehensive understanding of poverty trends and of the impact of social protection in the EU, this dynamic perspective enhances policy design for poverty reduction and prevention." The study refers to the period 2011-2022 (Author's abstract, IAB-Doku). |
