AbstractThis chapter explores the role of recognition and validation of prior learning (RVPL) as a tool for social inclusion, focusing on migrants and refugees in Europe. Given the increasing number of third-country nationals, including refugees and migrants, in the EU, the gap in employment, education, and social inclusion between these groups and EU citizens remains significant. This study examines the visibility of migrants and refugees in EU policies on RVPL, and the extent to which these policies facilitate their integration into the labour market and society. Through a qualitative policy analysis, this study reviews key EU policy documents, including directives, recommendations, and guidelines. The analysis focuses on the way in which the RVPL frameworks address the recognition of migrants' and refugees' qualifications, and the implications for their social inclusion. The findings reveal that, while several EU initiatives - such as the Lisbon Recognition Convention - provide mechanisms for recognizing prior learning, migrants and refugees remain underrepresented in these policies. Furthermore, there are few targeted initiatives aimed specifically at these groups, and existing recognition and validation systems are often fragmented and not fully equipped to handle the complexities faced by refugees, such as language barriers and lack of documentation. The chapter argues that, despite the potential of RVPL to support integration, the current policy framework lacks coherence and comprehensive strategies specifically for migrants and refugees. The study calls for fairer and more inclusive RVPL practises that address the specific challenges of these groups and suggests that better coordination at both national and EU level is essential for RVPL to realise its full potential to promote social inclusion.
