Abstract	This analysis examines the failure of Russian liberal school reforms in the 1990s and 2000s, proposing a framework for future reforms following a regime change. Although the 1992 education law proclaimed school autonomy and student-centered learning, its implementation was unsuccessful due to bureaucratic control, teacher resistance, and economic crises. The author argues that successful reform requires the following fundamental conditions: a realistic implementation timeframe of 10-12 years, increased education funding comparable to that of successful European models, genuine school autonomy, teacher retraining focused on developing soft skills (critical thinking, collaboration, communication, and creativity), and reduced academic pressure through restructuring the curriculum. When political opportunities for reform emerge, existing progressive schools in Russian diaspora communities could serve as resource centers.
