Abstract | The special vulnerability of infants accentuates the need for early help and prevention to guarantee a healthy child development even under difficult conditions. To this end, effective cooperation between child welfare systems and health care systems are essential for the set up of systematic and mandatory structures. Despite the need for smooth cooperation, friction losses are common. The presented work is concerned with the development of a framework of cooperation between child welfare systems and health care systems. To carefully examine conditions of successful cooperation 27 semi-structured interviews on child protection, cooperation and networking were conducted. We interviewed experts of different fields, institutions and hierarchy levels in health care and in child welfare. The interviews were evaluated with a newly developed combination approach between qualitative analysis and grounded theory methodology. Successful cooperation seems to depend on the partners of cooperation on the one hand and on environmental factors beyond their influence on the other hand. Additional analysis showed that there where domain specific obstacles of cooperation for each profession. Those main topics constitute the possible focus of interventions. For the further selected cooperation between youth welfare offices and academic institutions of the health care system we saw, how the missing basics of cooperation can implement a vicious circle of cooperation. The findings show how to cooperate effectively and what is necessary to start a positive communication and collaboration. Thus, suitable basic conditions as well as goal oriented pathways have to be established. Networking and cooperation have to be part of the curriculum in training and in university education. Furthermore, resources for the implementation of suitable forms of cooperation like initiation of round tables, work groups and interdisciplinary trainings are needed. (Orig.). |
