Abstract	This article deals with the global diffusion of 'lifelong learning' based on analysis of the World Data on Education 2003 that shows that 46% of all countries refer to a concept of 'lifelong learning'. [The author] divides the references made by countries to the concept of lifelong learning into different categories, such as 'Awareness for lifelong learning', 'Foundations of lifelong learning' and 'Lifelong learning as a background concept'. [The author] notes that the diversity of lifelong learning goes beyond these categories. A few country examples show that lifelong learning is implemented in very different ways, even in situations of very similar policy formulation. She finds that lifelong learning concepts do not simply correspond to the industrial development of a country. Interpreting the patterns of adopting lifelong learning models as an ongoing norm diffusion, [the author] notes that international organisations, like the OECD or UNESCO, are crucial actors when it comes to international policy norms as the theories of diffusion processes argue.
