| Abstract | The development of joint programmes has received a lot of attention as part of the Bologna process, in the context of promoting student and staff mobility and inter-institutional cooperation. Despite these declared ambitions, higher education institutions still face a number of unresolved problems in planning and implementing such initiatives. This article summarises the results of a recent EUA study on this subject and explores the reasons for the difficulties in the implementation of joint programmes in European universities.
