Abstract	The phrase "early leaving" suggests a premature withdrawal from education and training, or an insufficient investment of time in education and training. Such a statement, however, immediately raises the further question: "premature" or "insufficient" relative to what standard? This paper will argue that the implicit criteria of educational adequacy have in recent times been set by the operation ot the labour market; that the standard has changed greatly in each of the three countries considered; but that different educational and labour market institutions lead to different implications in different countries. Finally, we will discuss the policy responses in the three countries and consider their adequacy in the light of our analysis. (DIPF/Text übernommen)
