| Abstract | The author argues along the following lines: "that the first ten years of policymaking in South Africa, following official moves towards a new democracy (1990), hinged largely on the symbolism rather than the substance of change in education. [He then draws] on an extensive database on policymaking from the previous decade (1990 - 2000) to develop a theoretical understanding of 'policy as political symbolism' in the context of the South African transition." The focus is on the question why there is "such a growing distance between policy and practice in South African education after apartheid." The author concludes "by using this emerging theoretical platform to trace the likely trajectory of education policymaking in the next five to ten years. " (DIPF/orig.). |
