Abstract	The theme of this article is economic restructuring and social transformation. It deals with the economic base which underlies any attempts at reform in education. It is an area too easily overlooked in education research. The author examines and evaluates the Part played by the International Monetary Fund and its Structural Adjustment Program (SAP) in the economic growth of Sub-Saharan Africa (SSA) during the last two decades. The IMF economic policy rationale is to promote and enhance export-led economic recovery and growth in developing countries, using the following factors: currency devaluation, trade liberalization, reduced state expenditure, fiscal responsibility and economic efficiency. Interestingly enough, the economic restructuring in Russia after December1991, employed similar mechanisms, with a dismal failure. Perhaps, the policy makers in Russia should have learned from the lessons in SSA. The author concludes that SAP has produced insignificant changes in the economic performance in the region. She suggests a number of strategies that are essential for the success of the above reform. (DIPF/Orig.).
