Abstract	The aim of the book is "to outline and apply the policy approach to the study of education policy in Israel, and to provide an understanding of the changes in the Israeli policy in education from the 1970s (the period of the 'great reform' toward social integration - the 'equity era') to the 1990 (the era of excellence, quality, and efficiency). The task of social policy analysis is to evaluate the distributional impact of existing policies and proposals, and the rationales underlying them". Two lines of inquiry are employed: the first one "seeks to explain school policy by looking at the distribution of power among stakeholders in the system and following interactions among these power-wielding groups in order to reveal the process of decicion- making". The second approach "concentrates on the content and domain of actions of policy-makers on educational policies. This line of research looks for the consequences of state action by measuring the changes during a certain time period." (DIPF/orig./Bi.).
