Abstract | An in-depth discussion on the current state of recognition of qualifications in Europe is becoming necessary to explore new prospects for the future. The changing European political, economic and social context has radically affected European higher education. Ever-rising student numbers, the development of a vocational higher education sector, the setting up of selective admission procedures in a number of countries and the emergence of private higher education institutions are all new elements of modern, higher education systems. Common policy and practice throughout Europe need to be developed. The present publication, an outcome of a forum role conference held in Malta on the recognition of higher education qualifications, aims at securing the fair recognition of academic qualifications as a cultural right for the individual and as an obligation and a responsibility for society.
