Abstract | Tempus has successfully contributed to a considerable amount of development and change in the higher education institutions of the CEE partner countries. In the face of growing political consolidation and progress in social and economic transformation TEMPUS has lost its original character as an emergency aid programme for the majority of the CEE partner countries. This implies that the time has come for new basic decisions concerning the direction in which the TEMPUS Programme should develop. For these decisions the successes and achievements of the TEMPUS Programme up to now have to be taken into consideration just as much as the remaining problems and changed conditions in the CEE partner countries. As a result of our findings three major directions for TEMPUS emerge as possible issues for further considerations about the future of the Programme. The first direction can be characterized by "decentralisation and nationalisation". The second direction can be characterized by "Socratization and residualisation". The third direction can be characterized by a "Europeanization" of the TEMPUS Programme combined with a restructuring of tasks and administration. (DIPF/Text taken from the original). |
