AbstractHigher Education institutions must develop real information strategies. Thanks to progress in information technology, the major respondsibilities of these institutions -teaching and learning, research, documentation, management and administration- can be handled more efficiently than in the past. But moving to an institutional strategy requires certain conditions which are carefully analysed in this volume. Depending on institutional planning, the size and specificity of student-owned computing (which implies the emergence of the "electronic campus") and the changes in the role of institutional computing centers must be all considered. In addition, the growing autonomy of institutions of higher education implies that executive information systems must be also developed. Finally, creating a complete, integrated system for using information technology implies that finance and cost-related problems of such a strategy be resolved.
