AbstractSince its foundation, the European Association of Distance Teaching Universities (EADTU) has recognized foreign language proficiency as a key factor for the development of joint activities in the field of course and credit trasfer. More recently, when our students have met and discussed their problems, they have voiced their concern about the lack of student exchanges among Distance Teaching Universities (DTUs). While most university students in Europe have access to programmes which enable them to experience academic life in other countries our students resent the fact of having been totally excluded from all exchange schemes. As they are aware of the actual difficulties that European mobility represents for them, they have expressed their interest in the implementation of a system that would allow them to take courses from other EADTU member institutions. This ist really what our students would perceive as an opportunity to benefit from the same advantages that students from conventional universities have been receiving for years from European Commission (EC) programmes such as ERASMUS. In the near future, the European Open University Network (EOUN) and EuroStudyCentres could well provide the satisfactory solution which EADTU has not yet managed to find. The main purpose of this paper is to stimulate some thinking as to the possibility of establishing a common Language Certification Framework within EADTU and to invite constructive criticism in order to gain a better insight into the complex issues involved.
