| Abstract | The document gives a detailed description of the project which will be implemented by the Romanian Ministry of Education in close cooperation with its affiliated institutions and supported by foreign funds. The project comprises two main components: (1) Raising the quality of basic and secondary education (2) Improving education financing and management. Chapter 1 presents background information on the country in transition and on government strategies concerning the development of the education system. Chapter 2 is dedicated to the project - its objectives and environmental impact. Chapter 3 deals with costs, financing, project management and implementation. In chapter 4 are considered benefits and risks of the project. Many tables and diagrammes illustrate the issues of the education reform project. (DIPF/ St.). |
