Abstract	After a general introduction to the recent (1985-1994) developments in European higher education "this account of the (Higher Education and Research) Committee's activities ... focuses on the conferences and colloquies which it held between the years 1986 and 1993 as the prime vehicle and expression of its commitments and of its policy stance. The choice of topics has to be placed within two separate contexts: the 'external context', that is, the issue as it had developed within the higher education systems of Europe and the 'internal context' that is, the discussions which took place in committee before and after the meeting was held.... This study falls chronologically into two periods from 1986 to 1991 and from 1991 to 1993. The first examines the way the CC-PU (Standing Conference of University Problems) responded to the growing momentum of change in the higher education systems of those States which were then Members in Western Europe. The second covers the period when the Council of Europe and the CC-PU moved onto a broader stage and assumed, in effect, a sphere of commitment pan European in scope." (DIPF/Kr.).
