Abstract	The objective of this seminar was to hold an exchange of views between a delegation from the Council of Europe and the Legislation Division of the Russian Federation's Ministry of Education. The Ministry is considering adopting fresh procedures for the accreditation of schools and the certification of pupils in application of the provisions of the 1992 Education Act. The provisions call both for the abandonment of Soviet practices and the revision of the provisional arrangements currently in force. The meeting was attended by 15 ... participants on the Russian side, not only from the Legislation Division ... but also from various ministerial departments, especially those responsible for the pre-school sector, for primary schools and for secondary school providing general education or vocational training. This approach was legitimate in that - in the context of the issues to be tackled - it was impossible to disentangle legislative or legal aspects and the conditions governing the running of schools particularly with regard to the type of education offered and schools' standards.
