| Abstract | "The increasing cost of higher education (HE) and substantial restriction on entry raise the question of how HE should be funded. Different countries have taken different measures to deal with the growth in student numbers [grants, loans, tuition fees]. ... This article maintains that the case for free HE must be justified on equity and efficiency grounds. Prima facie, there is no case for excluding the acquisition of higher education and the additional human capital it provides to students from any private contribution on efficiency grounds. ... What is so special about HE that the community should pay for it in toto through taxation? Is such a funding system likely to be equitable?" Free HE is often justified as providing 'equal access' for all able students irrespective of financial barriers; the authors question this, too. Drawing on the Australian Higher Education Contribution Scheme (HECS), they discuss various aspects of the tuition fees problem. (DIPF/Orig./Bi.) |
