Abstract	This "final evaluation of the FORCE Programme for Continuing Vocational Training (CVT) was undertaken in 1995/96 ... . Unlike the Interim report, this evaluation was intended to concentrate on programme results and impacts. It did not, therefore, emphasise project selection, management, implementation which are covered in the Interim Evaluation Report. This evaluation also concentrated on the latter stages of the programme not covered in the earlier evaluation. The multi-method evaluation employed quantitative and qualitative methods: 1. interviews of national representatives in all Member States and at European level, 2. postal surveys to FORCE project cooridinators and enterprise partners in FORCE projects, 3. intensive case studies of 18 projects, 4. scrutinisation and review of documents in the Technical Assistance Office, in the Commission and in the EUROSTAT offices. The evaluation findings are reported under the following main headings: 1. Direct results of the FORCE project strand, which focuses on the results for projects and their partners, 2. Indirect results of FORCE in terms of broader CVT goals at both Member State and European level, 3. Results of surveys and studies, 4. Institutional and policy impacts of the programme. Part two of this evaluation supplies four case studies of FORCE projects. (DIPF/orig./ Kr.).
