| Abstract | The author ist project director of the current second IEA study of citizenship. "This paper will take both a retrospective and a prospective view to describe a planned large-scale international study and to examine its guidelines as well as the prospects for reliable and valid measures.... This paper will examine three studies which focus on civic education and its impact upon the acquisition of political attitudes and knowledge." These studies are the first IEA-study (1975), an OECD study on cross curricular competences (1975), and the Second IEA- study. "The first section will describe the plans for the IEA civic education study beginning with a focus on the model designed to enhance the validity of the study and continuing with a description of the types of items and tests.... The second section will describe some of the items and scales which were pilot-tested cross-nationally by the OECD study.... The third section will describe the Computer-Assisted International Simulation Project (ICONS) methodology which has been used to collect narratives about civic issues from small groups of students in five countries."
