"The main objective of the U-2000 Conference is to provoke discussion between the interested parties in formulating proposals to the member states of the Council for Cultural Cooperation (CdCC) and their institutions of higher education and research. These proposals should focus, in particular, upon the role and functions of higher education and research institutions ensuring their continual vitality as they approach the year 2000, with a special view to the question of a balanced development in Europe and the world. The debate at the conference was organised around four main themes: - the challenges facing the European universities approaching the the year 2000; - the objectives, roles and functions of the universities approaching the year 2000; - the responses of institutions and governments to these challenges and objectives; - the European and international dimension of universities (Round table): - their intra-European role, - their extra-European role, - specific role of the Council of Europe."
