Abstract | The Regional Universities Forum for Capacity Building in Agriculture (RUFORUM), established in 2004, is a network of 25 universities at the postgraduate level in 15 countries in Eastern, Central, and Southern Africa. RUFORUM's mission is to strengthen the capacity of universities to foster innovations responsive to demands of smallholder farmers (RUFORUM, 2010c). This is achieved by training high-quality researchers, producing impact-oriented research, and maintaining collaborative working relations between researchers, farmers, national agricultural research institutions, and governments. Networking is the key strategy for implementing RUFORUM activities. RUFORUM has established an extensive network of expertise, and has over 15,000 faculty and other experts, and over 500 alumni on which it can draw. This report is motivated by over a decade of experience working with institutions of higher education in Africa to promote the integration of ICT to improve the core functions of these institutions. It draws on the 2009 RUFORUM ICT Situation Analysis Project that focused on 25 universities (CGNET, 2009), as well as a review of several articles related to capacity building for ICT integration in education and the Association of African Universities report, "Technical, organisational, regulational, regulatory, political and financial issues of national and regional research and educational networks" (Adam, 2007).
