AbstractThis article presents the state education finance and governance profile of South Carolina. In the state of South Carolina, the population in 1990 was estimated at 3,486,310, and as of July 2008 the population was estimated at 4,479,800. In terms of education funding, the K-12 education General Fund appropriation is $2,441,044,733 for Fiscal Year 2008-2009. In addition to the General Fund, appropriations from South Carolina's Education Lottery Account total $260,722,729 for FY 2008-2009. Of the 85 school districts in South Carolina, 23 have fiscal autonomy; that is, the local school district board of trustees has authority to establish a millage rate for the operation of schools. Another 36 school districts have authority to set millage rates within parameters established by statute, referenda, legislative action, or county council action, and 26 districts must call upon the legislative delegation or county governments to establish millage. The State Board of Education is the body responsible for public elementary and secondary education in South Carolina, which consists of 1,167 schools and 59,077 professional staff, with 12 Regional Education Centers. Major education policy issues facing South Carolina include finance reform, of which South Carolina ranked 44th in the country according to per-pupil spending and equity. (Contains 1 table.) (ERIC).
