Abstract | During the past 3 years, the Oral History Project Study Team, which comprises Jean King, Mel Mark, and Robin Miller, has conducted interviews with individuals who have made signal contributions to the program evaluation field. Their goal was to capture the professional evolution of those who have contributed to the way evaluation in the United States is understood and practiced today. In one of their interviews, Mel Mark spoke with Carol H. Weiss, a Beatrice B. Whiting Professor in the Graduate School of Education at Harvard University. Weiss is a key figure in the field of evaluation. She was one of only seven evaluation theorists included by Shadish, Cook, and Leviton in their 1991 book on the "Foundations of Program Evaluation." Carol's writings on such topics as evaluation use and influence, the role of evidence in organizational decision making, theories of change, and the role of intermediaries between research and policy making have changed the way evaluators think about their work. Her 1972 textbook and its subsequent editions have been a major part of the training of many evaluators. One of the things that Carol discussed with Mark was the disappointment she experienced on a poverty program she did in the 1960s. The program, which was funded by the President's Committee on Juvenile Delinquency, came to naught as the foundation didn't bother to examine her work. Weiss also talks about a paper she wrote in 1967 titled "Utilization of Evaluation: Toward Comparative Study," which was about the use of social research in federal domestic programs and was sponsored by the House of Representatives.
