Abstract | Investment in secondary schooling in sub-Saharan Africa has been neglected over the last two decades. Emphasis on universalising primary schooling has shaped national policy and flows of international assistance to favour rapid expansion at the first level of schooling. Though there are many good reasons for this emphasis, this has resulted in very slow growth in participation above primary level in low enrolment countries with adverse consequences both for maintaining enrolment gains at primary level and for long-term economic growth. This article makes out a case for a new balance in resource allocation that could address development needs more comprehensively. It identifies critical issues for planners that include structural changes, more equitable access, and pathways towards more sustainable financing. (Author). |
