Abstract | Initial education has been the focus of policy, resulting in higher participation rates and attainment. However, adult rates of participation and qualification have received less attention and are decreasing. One solution might be to break the link between education and human capital investment and foster a vision of lifelong learning as valuable for its own sake. (Contains 37 references.) (SK) |
