Abstract | The importance of distance education compels postsecondary institutions to reduce barriers to faculty participation and provide support services that will ensure student access to high-quality instructional programs. An institutional support framework is presented that can assist higher education institutions to meet these needs by balancing the application of technologies and the development of human resources.
