Abstract | English language learners (ELLs) face a challenging academic future in learning a new language while simultaneously mastering content in the language they may be struggling to learn. Assessment plays an extremely important role in the academic careers of ELL students, perhaps more so than for native speakers of English. Major changes and restructuring of the assessment and accountability system is expected as the nation transition to a new generation of assessment system supported by the federal Race to the Top (RTT) competition. The new assessments are markedly different from existing state assessments in many ways. In this overview, the authors' focus is on four areas in the new assessment system for ELL students. They are: (1) current issues in the assessment of ELL students; (2) expected changes to the ELL assessment system as the new generation of assessments are implemented; (3) impact of implementation of Smarter Balanced Assessment Consortium (SBAC) and Partnership for Assessment of Readiness for College and Career (PARCC) tests on ELL assessment outcomes; and (4) opportunities the new generation of assessments may provide for ELL students in California and state responsibilities.
