| Abstract | A new era of educational planning emphasizing "efficiency" and "quality" appears to have dawned on many countries disenchanted with former policies - an approach that appears to be justified. First, changed economic conditions have restricted resources once available for development. Second, and even more significant, is the recognition of two flaws built into the previous emphasis on systems growth: a lack of concern for improvements in quality and efficiency and an inducement to erode standards of quality that had been in place. New plans stress features such as management, higher achievement levels, and effective schooling. ... A good example of this shift is Trinidad and Tobago's "Report of the National Task Force on Education", known locally as the White Paper... Similar experiments [ in other countries] reflect the same underlying objectives: to establish a clear sense of direction and to avoid the past planning failures. ... This case study addresses two major questions: a) How does the White Paper capture current thinking in the theory and practice on educational planning? and b) What will likely happen to the plan now that it has moved from the political and legislative arena into the realm of implementation?
