Abstract	"Until the 1980s, changes in primary and lower secondary education in Europe could be understood predominantly in terms of forces internal to each country. However, educational changes called restructuring are only partially conditioned by internal forces. Instead, restructuring may be assumed to be a general pattern of response to the drive for globalization and competitiveness. There are, however, varieties in the patterns that restructuring takes, due to national characteristics." The author discusses those response patterns and describes the following forces: 1) Conditions internal to each nation: cultural and religious composition, centralized - decentralized - corporate state, type of welfare system. 2) Educational factors which are relevant for an analysis of restructuring: educational structure, governance and management, educational expenditures, academic performance, educational "philosophy". 3) Influences from economic, cultural and political globalization. 4) Influences on education from international competition. Taking into account these points the author then constructs country profiles of 9 European countries in which "educational system, national and global conditions for educational change" are systematically described.(DIPF/Bi)
