Abstract | Since the mid-1990s German speaking countries have seen major changes in the governance of their school systems. The paper starts by explaining the main thrust of these reforms. It argues that school leaders will play an essential role in the implementation of these reforms since they will act as 'gate keepers' in processes of "re-contextualising" innovatory proposals and translating them into the action logic of schools. In its empirical parts the paper draws on a three year longitudinal study on Austrian school leaders experiences with and reactions to school inspection. It explores how they evaluate new evidence-based governing strategies (as opposed to traditional strategies for maintaining school quality). Furthermore, the development of these attitudes towards governance strategies over time and their relationship to activities of school development and evaluation are discussed. (DIPF/Orig.). |
