Abstract | Focusing on the supranational level, this chapter gives an overview of the status of HRD in Europe from the perspective of adult learning and VET by considering several interrelated issues. Examining the relationships between learning and innovation performance, we will first make the case for investments in HRD. In this context, innovation refers to 'the implementation of a new or significantly improved product (good or service) or process, a new marketing method, or a new organizational method in business practices, workplace organization or external relations' (Cedefop 2012a: 24). The innovation performance of a country can be understood holistically in terms of favourable conditions for innovation, investment and results. The analysis of the relationship between learning and innovation performance is followed by a review of recent statistical evidence to highlight patterns in lifelong learning participation and C-VET in enterprises. This gives an impression of HRD efforts across the continent and helps in identifying differences between countries. In the next part of this chapter, we discuss the main priorities of EU policies in the fields of adult learning and VET and examine to what extent and in what ways countries have progressed towards them in recent years. This analysis is based on a review carried out by the European Centre for the Development of Vocational Training (Cedefop) of what European countries have done to implement common goals for VET agreed in 2010, in line with its mandate to follow to support policy development and implementation, to report on progress towards priorities set for VET at European level, and to provide evidence for policy-making in VET (Council of the European Union and European Commission 2010).
