Abstract | In this article, the authors employ "two frameworks to explore the issue of change in the American high school: (1) a longitudinal, historical analysis of the formation and development of secondary education and (2) the punctuated equilibrium model of organizational change." They are particularly interested in reconciling what they know "about fundamental shifts in the basic nature of secondary education with the almost universal lament that high schools are impervious to change." Consistent with the punctuated equilibrium theory they "conclude that there is truth in both understandings, and much of the explanation rests in where and when one looks at the phenomenon known as the American high school."
