Abstract | This paper reviews New York City Mayor Michael Bloomberg's education reform agenda, `Children first', in the light of organizational theory. [The author argues] that this reform agenda reflects both coercive and mimetic isomorphism, as Bloomberg uses mayoral control to apply business concepts and practices to New York City's public school system. Through participant observation in a New York City classroom and the use of secondary data, [are highlighted] those elements of school life that thwart the standardization so essential to the mayor's reform effort, specifically the dominant myths and fictions held by teachers.
