| Abstract | "This article represents phase 2 of a larger exploratory study that examines the Czech experience within the context of a model of educational change proposed by Michael Fullan. ... Phase 2 examines the implementation stage of the Czech experience, the extent to which the system has been transformed, and the degree to which changes have endured of failed to survive the initiation stage in the 2 - 3 years following 1998. In the current study, we argue that Fullan's model ... does have utility for understanding the events in the Czech Republic. However, we propose a revised model of the implementation, one that better accounts for the dynamic character of dramatic and sudden change typical of former Soviet-satellite countries." Data sources were lengthy interviews with key persons which played a central role in the transformation of the education system. Furthermore, primary documents related to the change process were analysed and classrooms were observed informally. ( DIPF/orig.)
