| Abstract | The first part of this paper chronicles the currently proposed assessment policy and it teases out various pressures bearing on this shape. It fully describes the proposed assessment policy [by analysing several official documents]. In the second and major part of the paper, the strengths and weaknesses of the proposed policy are examined in the light of contemporary learning and assessment theory. This is followed by a critical focus on the decision-making process. This part highlights the fact that while some of the influences on the assessment reforms are shared by other systems, others are particular to the national context itself. ... The main argument of the paper is that the proposed policy is preoccupied with meassurement issues and it does not sufficiently recognise the complexity of implementing formative assessment.
