| Abstract | Lifetime learning is not a Government programme, or the property of one institution. It is a shared goal relating to the attitudes and behaviour of many employers, individuals and organisations. Government has a part to play but governments alone cannot achieve the cultural changes involved in making a reality of lifetime learning. The goal of a learning society will be achieved through many changes over a period of time. The framework described here puts particular policies and initiatives in the context of this goal.
