Abstract | "New language policies are often mostly symbolic in content, yet the plans to implement them are not necessarily less symbolic nor more functional than the policies themselves. The cases of Estonia and South Africa illustrate how a lack of coherence between the language policy and the implementation plan for that policy can potentially reduce both the policy and the implementation to symbolic acts of no tangible benefit to students, teachers, or communities. The comparison of the language-in-education implementation plans for Estonia and South Africa highlights the importance of examining the theoretical foundations of such planning as well as the need for a critical analysis focused on the tension between the symbolic and the functional." The article describes the history of language planning in both countries and the frameworks and concepts used and, finally, makes a comparison between the countries. (DIPF/Orig./Bi.) |
