Abstract | In this article, I discuss the dynamics of educational reform and structures of authority in the improvement of education and propose an analytical framework for thinking about issues of decentralization and change in teaching and schools. I then use Mexico as a case to examine the proposed framework. Next, I discuss the likelyhood for succes for the most important policy instruments in Mexico's current educational reform aimed at improving teaching and learning at the school level: a) the development of collegial, "self-governing" mechanisms known as technical councils to improve teacher participation and school quality, b) teacher education that informs teachers about the aims of the reform and improves their cognitive skills, c) a newly developed curriculum that provides coherence and direction to the reform, and d) a career ladder known as "Carrera Magisterial" to encourage teachers to comply with the reform. I examine the changing role of the nation-state and the alternative power structures that are emerging out of Mexico's current educational reform initiatives. I discuss a number of paradoxes brought about by the role of the federal government in the reform and by the larger decentralizing strategy. (DIPF/orog.) |
