| Abstract | This paper examines the impact of education reforms on school admission policies and practices. It discusses the changes that are needed to improve the current system, especially in areas where the market is highly developed. ... The paper starts off by looking at an ideal admissions process. An outline of admissions in different school types follows. Problems identified by recent research are highlighted and issues related to the admissions process are also explored. A set of proposals outlinig the measures that in our view are essential for improving equity, transparency and accountability are then presented and these are finally analysed in the context of current government policy, in particular the 1997 White Paper "Excellence in Schools" and the School Standards and Framowork Bill 1997.
