Abstract | This paper focuses on the complex nature of designing and effectively implementing policies, assuring fair access to university educational opportunities in heterogeneous societies. First, the university admission problem is modeled as a load balancing, scheduling and resource allocation problem in a heterogeneous distributed system with policies to allocate student loads in university resources. Then the paper analyses the different policies implemented in Sri Lanka for the last three decades to distribute the limited university level training resources in the engineering and medical faculties equally among the citizens.
