| Abstract | In this paper an attempt is made to provide a new perspective on the issue of international mobility of ' highly skilled personnel' (HSP) in the context of globalisation. It is argued that this mobility could be viewed as a 'brain circulation' rather than a 'brain drain'... . The traditional view of it as a permanent loss of a nation's talents, needs to be revised.... The approach should be to create a favourable environment that will attract HSP from both home and abroad, and to exploit brain circulation for the purpose of stimulating national development. This thesis is developed by first exploring the relationship between contemporary globalisation and international mobility of HSP, and then comparing characteristics of 'brain dain' versus 'brain circulation'. This is followed by a review of currently employed and recommended policies in the field. Based on these considerations, a few alternative strategies are suggested. In support of these observations and recommended strategies, the writer examines in detail the illuminating aspects of China's experience, as well as relevant examples drawn from experiences from other countries. Naturally, the discussion of international mobility of HSP in this paper focuses on the 'study-abroad' issue, since the 'internationalisation' of HSP usually begins with their overseas study, as has already been pointed out by many studies.(DIPF/Text übernommen). |
