| Abstract | This paper begins by tracing the theoretical changes in the concept of the role of education to an ethnically heterogeneous population and the implications for teacher education. ... The assumption here is that innovations in primary and secondary education will not be fully implemented without change in the preparation of teachers. In addition, change in teacher education will not be implemented without efforts focussed on those who teach the teacher. ... The second section reports on the studies done on the 'consciousness raising' effects at two major teacher education institutions (in Montreal and California). The studies (in both) had common general objectives ascertaining: 1) the attitudes towards multicultural education of those who teach the teachers, and 2) the extent to which multicultural content was being infused into courses.
