| Abstract | This paper focuses on the development and implementation of education policy in the period since the Great Debate in the mid 1970s, culminating in the Education Reform Act 1988. Taking as particular examples control of the school curriculum, changes to teacher education course provision, and relations between central and local government, the paper suggests that policy has developed pragmatically, with the major aim being the strengthening of DES control at the expense of a traditional sense of partnership. In addition, the long-identified antipathy of DES to research is seen to lie at the root of the difficulties currently being experienced in relation to the implementation of the 1988 Act. DES failure to attend to some of the more obvious aspects of the theory on the management of change are seen to threaten the fulfilment of government's political objectives.
