| Abstract | The term "capacity building" has been used in recent years to describe a particular donor philosophy, in which the emphasis falls upon creating or strengthening national 'capacity' in the recipient country. In higher education this means the emergence of a small number of highly specialised institutions rising out of a much larger number of ordinary, lower quality colleges and universities. It is proposed to explore these ideas a little further, using the example of a major new donor initiative, the World Bank's (1991) African Capacity Building Initiative (ACBI) ... The (underlying) document will be examined to see to what extent it reflects this trend in aid-orientation, and what the apparent implications will be for higher education institutions in Africa. What does it say about the role of higher education in development? How will the capacity building approach match the current policies adopted by some countries of maximising access to higher education? |
