Abstract | The article aims to explain "how" regulation in education operates in the neoliberal age by discussing two possible regulatory implementation strategies: congruent and transforming. Congruence regulation strategy adopts a regulation mechanism set according to the array of circumstances, as determined by the nature of the goals and by conflict level in a given context; transforming regulation strategy aims to reshape the array by defining the existing policy circumstances. I argue that neoliberal policy makers favor transforming regulation as a leading strategy to implement policies that result in tightening the regulatory governance of the education system and of professional culture in education.
