Abstract | This paper addresses the issue of using raw-score indicators to compare the performance of groups of educational establishments. ... In Wales, whole programmes of [school] improvement measures and targets have been predicated upon the unproved notion that schools in Wales are under-performing, that students are 'schooled to fail', that the majority of secondary schools in Wales - English-medium comprehensives - should be looking to English schools and Welsh- medium schools for their models of improvement strategies. ... The substantive purpose of this paper is to argue that all such comparisons are rhetorically misleading, and to show that under closer analysis the differences and effect-sizes claimed by the advocates of these positions are statistically insignificant. The lack of difference is so easily discernible in the light of background factors, that one wonders why politicians, some academics and the media continue to cite the differential effectiveness of schools in Wales in support of their preferred programmes of action.
