Abstract | The authors propose a Shared-Savings Model (SSM), a new funding concept for higher education that is a performance-based contract (PBC) between a state's legislature or funding agency and an institution or group of institutional partners that operates in conjunction with the traditional semester credit hour (SCH)-based funding model. |
