Abstract	The number of farmers in China has been more than 900 million since the mid 1990s. According to the China Villages Statistical Yearbook 2006, by the end of 2005 the number of farmers in China had reached 949.075 million, or 72.6 per cent of China's total population. The "three-dimensional rural issues" concerning agriculture, the countryside and its farmers, are fundamental issues related to the people's quality of life, economic development, social stability, and national prosperity. They are key issues that will determine China's comprehensive construction of a prosperous society. Solving the "three-dimensional rural issues" has always been the most important task for the Communist Party of China (CPC) and the Chinese Government. In the early stages of reform and opening up to the outside world, the CPC Central Committee continuously released "No. 1 Documents" from 1982 to 1986, whose theme was agriculture, countryside and farmers, in order to make suitable arrangements for the countryside's reform and development. In the new century from 2004 to 2007 the CPC Central Committee has released four "No. 1 Documents" as guidance for resolving "three-dimensional rural issues." The key to solving "three-dimensional rural issues" is in the resolution of farmers' issues, while the key to resolving farmers' issues is the improvement of farmers' educational and knowledge levels. For a long time the level of Chinese villages' public culture development has widely and seriously lagged behind that in the cities. As an important member of the Yangtze River Delta economic circle, even the Zhejiang province, whose economic growth rate and overall strength rank among the first in China, demonstrates a great gap between the city and the countryside in enjoying cultural resources and organising cultural activities. According to the statistics, farmers, who account for 70 per cent of the total population, enjoy and consume less than 30 per cent of the cultural resources (Ma, 2007). Factors such as the shortage of investment in culture and the underdevelopment of cultural facilities lead to a low quality of life for farmers, and finally the solutions of "three-dimensional rural issues" and the coordinative development between countryside and city have been greatly restricted. The Zhejiang province has experimented with many profitable initiatives for strengthening the rural culture construction and improving farmers' cultural quality. Because of "culture sending," the province has explored a new way of "culture planting." (Contains 5 notes.) (As Provided).
